In the course of the past ten years there has been a significant change in the roles
perceptions and practices of key human rights actors in Armenia. There has been a rise in civic
rights and legal consciousness among the citizens. This has in turn led to frequent outbreaks
of protests and the 2018 Velvet Revolution.
