'Federalism and Domestic Security. Combating Terrorism and Organized Crime as well as Disaster
Protection within the Security Architecture': The thesis addresses three outstandingly
important challenges for domestic security in Germany namely the fight against terrorism and
organized crime as well as the management of disasters. The author analyses the roles of the
federal government and the federal states in coping with these challenges which are embedded
in the federal structure of the German state. On this basis the author prepares proposals for
the normative elimination of ambiguities and in-depth constitutional developments.
